Rose Institute Sponsors Redistricting Conference On Campus: Oct. 15

The Rose Institute of State and Local Government at Claremont McKenna College will sponsor the conference "Redistricting, The 2010 Census, and Your Budget: Changes and Challenges for California Governments" on Thursday, Oct. 15.

The Conference will focus on the 2010 Census Count, the financial opportunities of the 2010 Census, the California Voting Rights Act, California's new rules for redistricting, and what to expect in the 2011 redistricting cycle.

"The Rose study provides a first look at the coming clash between demographic numbers and political power in California's 2011 Congressional redistricting," said Doug Johnson '92, Rose Institute Fellow. "By preparing now, local communities can make their case in 2011 for community-oriented, fair districts that will provide them effective representation over the decade to come."

The opening session will preview its new study examining the most recent population estimates and demographic changes in California and their impact on Congressional redistricting in 2011. The implications of this report will be discussed by a panel moderated by Ken Miller, associate professor of government and associate director of the Rose Institute. Among its members will be: Johnson '92; Tony Quinn, editor of the California Target Book and Rose Institute Board member; and Patrick Atwater '10, a student research assistant at the Rose Institute.

The keynote speaker is California Director of Census 2010 Ditas Katague. With more than 20 years of experience at federal, state and local government agencies, she will discuss the fiscal and political importance of the Census Count for local governments as well as current preparations for the 2010 Census. Panelists include representatives from the California State Auditor, California League of Cities, and the National Voting Rights Advocacy Initiative at the Seattle University School of Law.

The Rose Institute of State and Local Government at Claremont McKenna College provides research and management experiences for students while conducting and publishing research on California government and politics. The Rose Institute also works in collaboration with the Kosmont Companies to publish the annual Kosmont-Rose Institute Cost of Doing Business Survey.
