Haley reflects on the latest round of Israeli-Palestinian negotiations, and admits that there are many obstacles to reconciliation. He states, however, that focusing on the risks "overlooks the advantages of talking rather than fighting." By slowing the killing and promoting peaceful economic and political development, the peace talks offer advantages worth the risks.
Haley is the W.M. Keck Foundation Chair of International and Strategic Studies and the director of the Center for Human Rights Leadership at Claremont McKenna College.
