Carl W. Patten, Jr., JD, MPH
Carl Patten is director, health care policy at Florida Blue in Jacksonville, Florida. Carl oversees the process of aligning Florida Blue’s public policy positions with its mission and strategy. He is also responsible for informing internal and external key stakeholders about a range of public policy issues.
Prior to joining Florida Blue, Carl served as a Staff Attorney at Community Catalyst in Boston, Massachusetts. While at Community Catalyst, Carl’s focused on advising health care advocates of medically underserved populations in jurisdictions where non-profit hospitals and health plans were in the process of converting to for-profit entities.
Carl is a graduate of Claremont McKenna College, the University of Chicago Law School and the Harvard School of Public Health and is licensed to practice law in Massachusetts. Carl also serves as an adjunct professor at the University of North Florida where he teaches courses in health policy and health care law and ethics. Carl also serves as Treasurer and Chair of the Finance Committee on the Board of Directors of the Nonprofit Center of Northeast Florida, member of the Central Florida Regional Health Information Organization Board of Directors and is a graduate of the 2010 class of Leadership Jacksonville.
